The team may be able to sign free agents with a salary higher than the veteran minimum salary, or trade for players with a salary close to the minimum salary.

However, the Clippers face a problem: the current team salary is only US$1.28 million short of the first luxury tax line hard salary cap. NBA teams are not allowed to exceed the hard salary cap limit under any circumstances, so even if the league approves an injury exception for Bill, the Clippers can only use up to $1.28 million of it unless they reduce the team's existing salary total through other means.
