Hosts exceed the amount, no automatic promotion in 2028 European Cup

UEFA held an executive committee meeting in Bilbao, where it decided to qualify for the 2028 European Cup in the UK. The 24 teams compete for the main competition, with 9 hosting stadiums. The qualifiers continue to use 12 groups of teams, with 4-5 teams in each group. The hosts England, Ireland, Scotland and Wales participated in the qualifiers, but were divided into different groups. 12 top spots in the group and 8 best-scoring group second advanced to the main competition. Two of the remaining 4 seats are reserved for the two highest-ranking host teams that failed to advance. If the hosts have both seats, the remaining two seats will be competed in two groups by 8 teams, and a single-game elimination system will be adopted; if 1 seat is occupied, 12 teams will be competed in three groups for 3 seats; if not, 8 teams will be competed for 4 seats.
